How racist is Spokane, Washington, North Idaho, Montana?

I'm thinking about visiting and maybe even moving to Spokane, Washington because of its beautiful alpine, mountainous terrain, but I'm worried about racism, especially when it's so close to Idaho and Montana. I'm not trying to claim that the people who live there are racist, but my cousin had bad experiences in other states like North Carolina where he'd get stared at while eating at a diner. Is there anything I should know about Spokane, WA before I go? Thanks.
